isotope¹³ update channel

  GET /v1/rules/cleave/versions.toml        the manifest
  GET /v1/rules/cleave/traits/<name>.tar.zst   a bundle it names

Send your subscription key as `Authorization: Bearer <key>` and you get
each ruleset the hour it clears QA. Without one you get the weekly
open-source release, which is the same bytes updates.atomdrift.org serves.
The x-isotope13-channel response header says which you got.

The manifest carries an ETag and is cacheable for 60 seconds; bundles are
immutable. Send If-None-Match and an unchanged manifest costs a 304.
